Vice President of Blizzard Entertainment and game director for “Overwatch,” Jeff Kaplan, has said on the official forums that because of the RNG system, many participants in special events may not get what they want from Loot Boxes. However, this does not mean that drop rates for the Loot Boxes have changed overtime.
